Investment in Animal Resources
Introduction:
The estimation of animal resources in Sudan is approximately 140.9 million heads, according to 2009 estimates, and 42 million heads of poultry. The water bodies of rivers and the sea accommodate 110 tons of fish. Besides, there is appreciable number of wild animals and reptiles.
The above mentioned resources contribute to the food security through ensuring red meat sufficiency, milk , poultry products and appreciable surplus of livestock for exportation. Moreover, the revenues of animal exports for 2009 reached 264 million US$.
The animal resources contribute with more than the fifth to Gross Domestic Product GDP , beside providing wastes for leather and skin industry, concentrates and manure.
Equally important, the animal resources contribute to agricultural operations, transport, draught, portage, enrichment of parks, entertainment, tourism and the socio-religious aspects.
It is an income source for 40% of the Sudanese population and it is an attractive resources for investment, beside it`s economic and strategic reservoir for Sudan.
Investment in Animal Resources:
Investment is one of the main factors that assist promotion of economy and it is the driving power for its close connection with capital creation and can enable the national economy to progress and raise production.
In a view of Sudan vast fertile land suitable for cultivation, with provision of national pastures, variable climates, animals and available fisheries and water resources, investment has the most appropriate climate to thrive in animal resources that has less productive inputs in comparison with its counterparts of other sectors.
The availability of natural resources in Sudan and large diseases free zone, beside global scarcity of food and its high prices, all that has drawn attention from the neighbouring countries to the country.
Also, the announcement of Sudan as the prospective global food basket in 1974, in addition to the country freedom from epizootics such as Bovine Spongi-form Encephalopathy BSE, Rift Valley Fever and Avian Influenza has drawn attention to invest in Sudan, especially from neighbouring Arab countries, in many fields of agriculture and animal resources sectors. This will make the efforts and expertise consolidation necessary, with coordination between the different sectors to integrate expertise and exploit the available potentialities for proper use of the country gifted resources, so as to bring benefits to Sudan, neighbouring Arab, African and world countries. Therefore, Sudan can occupy its pioneering position among the advanced countries.
Dairy Production Project

2- Crediting funds for the projects owners in the field of animal resources, animal and agricultural production.
3- Laying of utmost priority for food production to support food security.

According to the food gap, market demand, availability of project inputs and the spread of poultry threatening disease globally, the proposal of establishing mothers farms for broilers locally came to evade importing Avian Influenza with poultry imports from outside.

Introduction:
The fisheries estimates are approximately 160 thousand tons and there are broad horizons for fisheries production. The gap is estimated as 126 thousand tons, there is possibility of producing 75 thousand tons annually from the project of fisheries production in salty and brackish waters.

The Red Sea state – The River Nile state ( Marewie Dam) – Shimalia state ( Nuba lake)
Justification:
- Fish production to bridge the nutritional gap

Lobster and Sea food Production Project in Southern Suakin and Al-Gash Delta
Introduction:
The lobster, oyster and other sea food production are considered as one of the most recently exploited products in Southern Suakin and Al-Gash Delta which are Brackish Water area where rains fall in Tokar area and join to meet the Red Sea water. It is the only one area has the above characteristic. So, it form suitable environment for lobsters to inhibit naturally. There are traditional fisheries make living activity for people of the area utilizing it limitedly according to their capability. Establishment of production project in that area will enable producing 200 tons of the fisheries products to meet the increasing demand from the local market, hotels, and tourism institutional value of those products in terms of protein source for consumer.

Upgrading of Livestock Breeds and the Maintenance of Genetic Components Project
Introduction:
Sudan owns big animal resources but they face productivity problems, especially in dairy production part. A lot of efforts were exerted to upgrade breeds through selection and hybridization. So, state centers were established to upgrade the local breeds. Also, a number of international cattle and goats breeds were brought for the same purpose.
Artificial Insemination was introduced in Sudan in the National Center for Artificial Insemination in 1976. The so-called technique realized appreciable results in terms of raising productivity and nomads settlement in Khartoum state.
The financial support directed to the center stopped then reduction in productivity was experienced. Therefore, rehabilitation of the national state centers is the need.
On the other hand, upgrading of local breeds and their genetic components maintenance has become a national demand to follow the international trend towards maintenance of the genetic component for the local breeds. So, the follow up of the productive animals will be as follows:
1- Tracing the origin of the genetic resources.
2- .tracing of parent.
3- Verification of the genetic defect if it is found.
4- Assessment of the breeding value for farm animals.
The project background:
- Started in 1976 – 1993 with technical support ( ODM & FAO& DED) in bringing field and lab equipment for AI industry, semen freezing. The technical support included external and internal training and bringing experts. Also, the construction of genes bank started to be operated as quality control, local and foreign genetic resources evaluation firm. Especially the entrance of the private companies in this field may lead to genetic pollution of the local breeds. Also, this laboratory has great importance in protection of our genetic resources.

Justification:
1) Decreasing of the technical foreign donation since 1993 lead to consumption of the field and lab equipment. So, furnishing the center has become necessity.
2) Migration of trained cadres abroad has debilitated the human resources in this field.
3) Breeders and state needs for the field cadres that are trained in their sites to meet the work demand.
4) The necessity of protection of Sudanese variable original genetic resources.
Objectives:
1- Promotion of local breeds addressing the dormant potentialities and upgrading through selection.
2- Conduction of field surveys to describe breeds and collect data about productive properties and their reproductive specification and laying development plan to promote good properties.
3- Collaboration with local and international organizations to raise the breeds productivity to be exploited in promotion of other breeds in national and regional level.
4- Breeds demarcation and registration with scientific data collection (productive , morphological , reproductive and hygienic properties).
5- Provision of information for the international importers in response to WTO demand.
6- Establishment of genetic plans for the Sudanese breeds to be described for registration in the international pattern of invention clearance for pure Sudanese breeds.
7- Adjustment of frozen semen and embryo to safeguard against deception and entrance of unneeded genes.
8- Establishment of tissue bank as reference firm to resolve conflicts in all levels (national, regional and international).
9- Realization of self-sufficiency in milk products ceasing the dried milk imports.
10- Promotion of the national economy and raising the living standards.
11- Horizontal enlargement in genetic upgrading programs through replication of locally produced frozen inoculums.
12- Production and storage of the frozen inoculums to assist in progeny test programs.
13- Adjustment of the frozen semen and received embryo to prevent entrance of the unneeded genes.
14- Keeping the export animals tissues in a tissue bank to be referred to whenever suspicion or conflict happens upon the entrance of suspected animals to external markets.

Description of the project:
The project aims to conduct field surveys and establishing data bases in all northern Sudan states to determine pastures and quantity of agricultural by products that can be utilized in animal nutrition beside harvesting the byproducts of all oil, sugar and cereal mills factories. In addition to operating fodder factories, production types, specifications, operational potentiality for analyzing these data and information, so as to determine animal nutrition problems and nutritional gaps for suitable solution.
Output:
- Determination of range land size, vegetation and its nutritional value.
- Determination of agricultural byproducts quantities, their nutritional value and ways of usage.
- Determination of the produced quantities from oil, sugar and cereal mills byproduct and their nutritional value and ways of usages.

- Cadres training in animal production to create qualified cadres to monitor analyze and promote animal nutrition.

Justification:
- Collapse of development projects accompanying meeting the basic needs in the so-called states.
- Deterioration of environment and natural rangeland
- Migration and displacement.
- Loss of the main economical source for living.
- Deterioration of veterinary services and the parallel projects.
- Spread of epizootic diseases especially zoonoses.
- The change in the herd composition and breeding method.
General objectives:
1- Re-planning and reprogramming of the variable veterinary services directed to the pastoral sector in the state, and improving the performance to the sufficient level that meets the human need and ensure food and health security to include awareness and extension for the prospective pastoralists and main players to meet the ambitions and needs of pastoralists.
2- Compensation and replication of animal resources estimates (quantitatively and qualitatively) in the war-stricken areas.

- Solid and sound basis for executing the strategic data base and the statistical structure.
- The correct annual estimation of the growth rate of the national herd and animal products.
- Improvement and promotion of the method used in statistical analysis for surveillance data.
- Strengthening of the technical capabilities of the worker in the field of information and planning in animal resources.

The economic impact:
Establishment of animal census will lead to promotion of statistical information structure in animal resources through making real data base and information about the composition of animal resources in Sudan. Those will confirm the center stone and the starting point not only for developing the sector but also it will positively affect other economic sectors.

The project develops the animal sector; so, it supports the rural development. Aims realizing the targets of comprehensive socio-economic development and capacity building for labour in the center and states concerning collection and data analysis.

No negative impact on environment will result from executing the so-called project.

Description of the project:
The execution of project will be in three years.
The first year:
Preparation of the project general framework, forms (to be tested), census agent booklet, work plan and training where animal census unit will be established and coordinators are trained to supervise the operations in the other phases of census.
The second year:
Field work of data collection.
Third year:
Analysis that includes input and processing of the forms data preparation of the final report.

Phase requirements:
The required preparation for the general framework needs formulation of census executive committee (supreme national committee - technical committee - state committees -field work committees(operation room) - media committee).The supreme and technical committee hold regular meetings to lay the census proposal, prepare the general framework for survey and the required forms.
Statistical expert is needed to participate in the phase of animal census and show the methods of data collection in the owners areas (settled, nomads and semi nomads) and he would revise the final collection form, analytical tables and training in the field of data collection and analysis.
Sound work environment should be provided for the so-called project through furnishing project units to manage and coordinate work that is considered as crucial one for its role in the thorough economic planning.

Objectives:
1- Promotion of the animal exports of livestock in terms of quality, specification and standards according to the international references.
2- Implementation of the comprehensive quality control systems in imports and exports to reduce the hygienic risks.
3- Promotion of economic cooperation among the region countries.
4- Capacity building of cadres.
The project components:
1. Buildings and premises:
The main building consists of two storey accommodating sections for analysis, inspection, diagnosis, pollution rate measurement, drug, and chemical residues in the animal products. Beside rehabilitation of meat inspection center premises.
2. Facilities and equipment:
The work in the premises requires provision of modern laboratory facilities , machineries and equipment to cope with the international requirements for inspecting the animal products imports and exports to protect human and animals from epizootics.
3. Vehicles:
The business requires transportation for dispatching samples from slaughter houses in facilitate vehicles for this purpose.

The Expected Results:
Completion of quality control laboratory means completion of HACCP implementation that becomes necessity for international trade, and the pillars for capacity buildings and exports.
Executive arrangement and procedures:
Consulting firm has been determined upon competition among other expertise and consulting firms in Sudan. This is the real beginning of the project execution then forwarding an open tenders bid to select qualified contractors and sign agreements with them through the ministry legal advisor.
The potentialities for the project sustainability:
- Quality control project found inside the Regional Training Center for Meat Inspection, Grading and Hygiene which is national , regional and training center representing the most important guarantee for the project success.
The expected obstacles, problem and risks with proposed solution:
The quality control laboratory undergoes biological, chemical and physical tests and analyses for all animal products as general and all types of meat specifically to cope with the advanced technology in the field sampling and test procedures. These obstacles can be surmounted through developing and modernizing sampling and test methods.

Support of Sudanese exports competitiveness (live livestock, slaughtered animal and meat) through facilitation of HACCP and critical control points implementation and provision of trained cadres in the so-called field.
The social impact:
After realization of the first objective, training of veterinary cadres in the field of food hygiene and safety as general and meat specifically the private sector workers such as butchers who can be trained on the modern methods of food and meat hygiene.
The environmental impact:
Completion of quality control laboratory make obligation of all exports slaughter houses to establish diagnostic labs possible beside implementation of hygienic specification and procedures with utilization from slaughtering by products to provide positive impacts.
